What headers does the file EventAction.hh include? To pick up G4int and G4String, both G4Types.hh and G4String.hh should be #include'd.

If that doesn't resolve the problem, try running with make VERBOSE=1, which will print out the full command lines used when compiling. Check the include paths used to confirm the expected path to the Geant4 headers is there. Your CMake script looks o.k., but the VERBOSE option can help to confirm the correct paths are passed on to the compiler.
