I think this is just a problem of procedure.

Start in a fresh working directory.

Run CMake with your selected options. This build make files for use in the next step. If there are no errors it means that the OpenGL libraries have been found sucessfully.

Then "make -j4; make install" to build the Geant4 libraries.

Then, in another fresh working directory, assemble all the application files.

Run CMake, as specfied for applications. This builds more make files for the next step.

Then "make -j4" your application.

Follow Sections 2.1-3 of the Installation Guide.

Don't add options half way through this procedure unless you know what you are doing.
