Hmm, on Linux, it should as you note default to using the internal Expat, but the link line does seem to be picking up (or at least requesting) a system or other expat library. If you want to use the system Expat with CMake, you'll need the libexpat1 and libexpat1-dev packages on your version of Ubuntu.
