Question How/where to set environment variable

Greetings all, I have finished compiling my code and its ready to go but all I have to is set the environment variable G4LEDATA. It is located in C:/Geant4/geant4_9_3_p01/data/G4EMLOW6.9 i think.

I need to know 1) when I set this, when I open the cygwin window or do I write it in the makefile, the application developer's guide is extremely vague on this.

2) how, I read a slide of David Oxely's that had the line setenv G4LEDATA "/usr/local/geant4/data/G4EMLOW4.3" I tried typing this but with my own path to G4EMLOW6.9 but just received the prompt: > and am not sure what to do from there.
