No, I think it is only used by "Configure -build".  The "-j" flag is an
option to the Make command (which is invoked from the Configure script).
When you build your application, you type |make| directly from the command

Of course, you can always type |make -j 2| yourself to get the benefit, but
applications are usually small enough that it really won't matter.
