The problem might be that XMFLAGS and XMLIBS are not set. If you went through Configure, it would ask you at some stage for the home directory of Xm - /usr/OpenMotif in your case, as in mine - and it would produce a new env.sh script. Since you are choosing to change the environment yourself you have to also set

  export XMFLAGS="-I/usr/OpenMotif/include"
  export XMLIBS="-L/usr/OpenMotif/lib -lXm -lXpm"

I think that should do it.
