Hello ?,
 You have left off a few key pieces of information (including your name).
Please clearly specify your Geant version, your operating system and compiler.
I infer that you are building Geant4 v9.3 on a Windows system using VisualC++.
You say "I have Xercesc, and I've tried setting the XERCESCROOT environment 
variable". Where did you install Xerces-C++? XERCESCROOT should point to the 
root install directory for Xerces-C++, the one that contains the "include" 
and "lib" sub-directories. I suspect that you have not installed Xerces, since 
you reference /usr/include in cygwin. You can't mix cygwin libraries and 
VisualC++ libraries (at least not easily). You should never have to modify, and should really not do so if you do not know what you are doing.

Please try the following (copied verbatim from Apache's xerces page): 

"Install the Xerces-C++ binary distribution by using unzip on the xerces-c-
3.1.0-{arch}-windows-{compiler}.zip archive in the Windows environment. Here 
{arch} denotes the CPU architecture and {compiler} denotes the C++ compiler of 
your choice. You can use WinZip, or any other UnZip utility. For example: 


This creates a 'xerces-c-3.1.0-x86-windows-vc-8.0' sub-directory containing 
the Xerces-C++ binary distribution." 

XERCESCROOT should point to this sub-directory.
