Question How to make debug version of CLHEP

I am trying to make a debug version of CLHEP (2.0.3.1) on Windows with VC 2008. I have tried to follow the steps from:

But it doesn't seem to work. Perhaps this information is obsolete. I tried adding the follwing to the makefile:

CXXFLAGS = /Od /Zi /D"_DEBUG"

But it seemed to have no effect. There are 47 makefiles in subdirectories. Do I have to edit each one by hand? It seems like there should be a way to modify the configure and/or makefile.in files, but I am not experienced with shell scripts.

The reason I am trying to do this is because I have encountered the following error message when I try to run my program:

"Unable to start program 'myprogram.exe'
 This application has failed to start because the application configuration
 is incorrect. Review the manifest file for possible errors..."

Googling around it seems that VC 2008 can't mix release and debug libraries. You have to compile all libraries in debug mode if you want to be able to debug your program. Is this true? Or am I barking up the wrong tree? I have successfully made a debug version of GEANT4 (9.1.p02) and it links OK with my program.
