I have made progress. Putting "set -x" into Configure showed me that this is the old Cygwin "find" problem: the command "find" resolves to the WINDOWS find, which does not do what is needed. So I changed every use of "find" in Configure to "/usr/bin/find". The build is now progressing.

Note that simply renaming C:/WINDOWS/system32/find.exe to something else does not work -- somehow Windows regenerates the file almost immediately.

I have no idea why this worked for me last May (geant4.8.3), but fails now. Nor do I understand why Cygwin setup puts the windows system32 into PATH before /bin or /usr/bin.
