The change in going from 19 to 21 MeV is due to the difference in models.
Below 20 MeV you have HP neutrons, above 20 you have G4PreCompound.
However, it is best to have an overlap in model energy ranges to smooth
out differences in behavior.   I would suggest using 19.9 MeV for the
upper limit of HP neutrons and 19 MeV for the lower limit of precompound.

About the large peak below 4 MeV, because you are using HP models in this
range, you are most likely seeing a resonance.
