None About neutron's model ?

In the neutron's processI added elastic, inelastic, capture and related hp(high precision) model.

I have question. In the example the model's min energy is set to 19Mev.

I think the Hp model's energy fit to 0-20MeV. In the simulation, which

model would be used when neutron's energy is at 0-20Mev. Hp model or

not Hp model?

Also when i set the min energy of capture model to 0.19MeV the capture

line can be seen. But when the min energy of capture model is 19MeV the

line can not be seen.

I use geant4 4.9.1. Any help would be thankful.
