Sorry, both LHEP elastic and inelastic scattering at this energy should 
provide very approximate results, these models were created for high 
energy calorimetry.

You need other set of models, please, have a look into 
$G4INSTALL/physics_lists subdirectory and/or 
$G4INSTALL/examples/hadronic/Hadr01

Likely QGSP_BIC_HP or QBBC_HP may be a variant for low energy physics, or 
hand-made physics list, but based on these models.
