There is no model in Geant4 hadronics (except for radioactive decay) 
which allows you to selectively amplify a single reaction channel.
A little hacking of the Geant4 code would allow the entire p-Li cross 
section to be multiplied by a factor, but that is not recommended because
it would change the mean free path of the proton.
I think to do what you want requires writing your own hadronic process
in which only the (p,n) channel occurs.  For this you need to know the
final energy and angle distribution of the p(Li,n)Be reaction.
