At first, G4NeutronHPInelastic is a model and it does not have cross section in 
terminology in Geant4.
G4NeutronHPInelasticData is the class which have cross section data set for HPs.
If you want to get inelastic cross sections (total - elastic - capture - ((fission))
then please look the file /Inelastic/CrossSection/*
For example 6_12_Carbon
