Hello Hidetoshi,

The results is correct, because in this ElasticScattering process there is 
a threshold 100 keV - if recoil has lower kinetic energy it is not created 
as a secondary particle and its kinetic energy is added to energy deposit. 
This threshold can be set to another value (including zero) via public 
method.
