In your physics list, the "production cut" for protons also applies to nuclei. If you set it to a small value (e.g., SetCutValue(1*um, "proton")), then you should see more of the recoiling nuclei.

What you see is the expected behaviour: if the estimated travel distance of the secondary (here, the recoiling nucleus), is shorter than the production cut length, the secondary will not be created, and instead the energy transfer will be assigned to the track itself under "EnergyDeposit".
