If I get you correctly, in flight Doppler broadening for gammas is not considered in ParticleHP for none cross-section reactions but it is in the Binary Cascade? Are there plans to implement it and why does it only account for cross-sections?

You were right; there seem to be flags. But how can I turn it on again, I cannot find them with "env" in my bash source? I tried "export G4NEUTRONHP_NEGLECT_DOPPLER = 0" and "export G4PHP_NEGLECT_DOPPLER = 0" but it did not work - same message. How else can I set these environmental variables?
