ParticleHP does indeed ignore doppler broadening for deexcitation gammas. It could only account for doppler broadening of cross-sections which is not the case here anyway since you simulate much higher energies.
Looking at 2D distributions I think there is a mixture of two cases for incident neutrons:
1 - gamma deexcitation from discrete and/or continuum levels from neutron inelastic process with Ek < 20 MeV. These gammas are generated by ParticleHP without doppler broadening.
2 - gamma deexcitation from neutron inelastic process with Ek >20 MeV. These gammas are generated by Binary Cascade.
