First check the log file you get when you run your simulation. Do you see "Find a flag of G4NEUTRONHP_NEGLECT_DOPPLER" anywhere? If so, Doppler broadening has been turned off to improve CPU performance. t will need to be re-enabled.

Also, there is no Doppler broadening implemented for protons or neutrons above 20 MeV.
