  I was expecting an answer from the authors of hadronic models, but it does not come ...

  Sometime, the following can happen :
  At a given energy, the cross section for a given process is not null, and this process is selected by GetPhysicalInteractionLength().
  But, later on, for various reasons, PostStepDoIt() is unable to generate a final state : bad sampling, energy non conservation ...
  Hence, no secondaries are created (without any warning !)

  In your case, this happens in 313 cases for neutron incident, and 1 case with proton.
  What is the energy of incident neutron ? which physics constructor do you use ?  which Geant4 version ?
