There is no data specific to photo-fission in Geant4. Only the total photo-nuclear cross section, parameterized over all Z and A, is available. This cross section determines when a photo-nuclear event occurs, but it is the hadronic model, in this case Bertini cascade, which decides when photo-fission occurs. The decision made in Bertini is based on its handling of precompound and evaporation deexcitations, which has branches for fission, but no cross section data. It uses instead parameterizations based on several data sets.
