It's reasonable to expect more large-angle scattering with hadronic models than with EM. At 60 MeV you are dominated by precompound decay and evaporation of the residual nucleus, which tends to be isotropic. I assume by grazing angle you mean 90 degrees? In that case I guess the peak you see is due to the increased target thickness seen by hadrons moving in that direction and interacting more often.
