No, it isn’t.
Let me try to explain.
Geant4 is a toolkit. NeutronHP (aka ParticleHP) is a package in it.
What the message mentioning is that NeutronHP package will not emit delayed neutrons from fission fragments and they should be taken cared by other physics process like radioactive decay.
The “RadioaActiveDecay” (remaining typo) does not explicitly mean Geant4 model of “G4RadioactiveDecay” (Sorry, typo makes this unclear.)
And as you pointed out the model does not handle neutron emission now (v10.02), but we have a plan to introduce this capability into the model.
