Hello,

in hadron elastic scattering a cut is used for production of secondary recoil. If secondary recoil energy below energy threshold it is not produced as a G4Track but instead its kinetic energy deposited at a step and it is also added to non-ionizing energy loss. Note, that it is not exacly NIEL which is defined for charged projectile but similar. Also note that the value of the threshold is defined in an application as "cut in range for proton". You may set this value to zero or whatever number you need.
