In general there is no simple way to select quasi-elastic events from Geant4 hadronic processes or models, because, as you noted, Geant4 treats quasi-elastic as inelastic. However, filtering the secondaries based on energy and particle type might be a good approximation to a quasi-elastic final state.

It is possible to make your own hadronic quasi-elastic process by following the guidelines in the Toolkit Developer's Guide http://geant4.web.cern.ch/geant4/UserDocumentation/UsersGuides/ForToolkitDeveloper/html/index.html
