The link you list describes part of the implemented code. The rest is described in Chapter IV, section 38 (page 547) of the Physics Reference Manual (http://geant4.web.cern.ch/geant4/UserDocumentation/UsersGuides/PhysicsReferenceManual/fo/PhysicsReferenceManual.pdf), which deals with the Fermi breakup model. That model is applied only for A < 17. For Mg the evaporation model is used, which means alphas will again be rare at low energies. The difference in thresholds you see is at least somewhat due to the change in physics models in going from A < 17 to A > 17.
