Summing over all energies, do you see the same number of neutrons before and after adding HadronElastic? If so, then it is quite reasonable to see more low energy neutrons and fewer high energy neutrons since the elastic scattering of protons and neutrons will cause them to lose energy due to nuclear recoil.
