Question Photon Evaporation, Discrete/Continuous

I would like to know how the decision for which photon evaporation mechanism to be applied is taken. I see in the photon evaporation classes that mostly the continuous is called first. Is there an energy limit? For the discrete I guess there is a highest energy limit which would be the energy of the highest nuclear level. But below this level is there a competition between continuous and discrete?
