None tot (p+12C) non elatic XS is very law

I use Hadr03 example to calculate (proton+Carbon) total non-elastic reaction cross section.  An event is killed at the first interaction of the incident Proton. Target is 12Carbon (infinite length to be sure that interaction
 occurs at any events ).  First 
 mean free path is calculated and then XS/volume is calculated by (1/meanfreepath). Finally XS/Atom is calculated using following equation

 XS/Atom =(XS/Volume)*(M/(density*Avogadro number))

My Physics list

    AddPhysicsList("standard_opt3");
    hadronPhys.push_back( new HadronPhysicsQGSP_BIC());
    hadronPhys.push_back( new G4EmExtraPhysics());
    hadronPhys.push_back( new G4HadronElasticPhysics());
    hadronPhys.push_back( new G4StoppingPhysics());
    hadronPhys.push_back( new G4IonBinaryCascadePhysics());
    hadronPhys.push_back( new G4NeutronTrackingCut());

 XS/Atom values in the low energy are very lower than the actual values (ple see the attachment). 

The XS/atom is strongly depend on density of target material. How can I solve it? I would greatly appreciate your helps.
