What you're seeing are low energy pions produced in the bulk of a solid or liquid which range out, stop and decay. The 4 MeV edge in the muon spectrum is due to pion decay at rest. In a gas like He or galactic the range would be quite long and you wouldn't see many decays at rest within your slab.
