 I ran rdecay01 with attached macro. Here, the result. As you can see, number of gamma of 46.5 keV is 3.88 %

 You can double check by starting directly from Bi210[46.5] (commented /gun/ion command and set fullChain false)

 I also attach the readme of PhotonEvaporation. See especially items 3 and 7

 I do not know how you got a Igamma of 4.25%

          gamma:    3879  Emean =  46.93 keV    ( 46.54 keV --> 803.1 keV)

   Ekin Total (Q): mean =  1.724 MeV    ( 16.56 keV --> 5.407 MeV)

   Momentum balance (excluding gamma desexcitation): mean =  331.2 keV  ( 3.028e-08 eV  --> 183.5 MeV)

   Total time of life : mean =  32.87 y    half-life =  22.78 y     ( 11.13 d   --> 476.2 y  )

   Activity of Pb210[0.0] = 2.815e+12 Bq/g   (76.09 Ci/g)
