In most inelastic models, the angular dependence is not explicitly coded for nuclei. It arises out of the interactions of the gamma with individual nucleons or clusters of nucleons within the nucleus and the subsequent propagation of reaction products through the nucleus. So the angular distribution from scattering on a nucleus will be some broad average of all the individual scatterings. How this is calculated is highly dependent on the model.

However, the angular dependence of the gamma-proton interaction, for example, is usually explicitly coded.
