Photo-nuclear physics below about 3 GeV is currently handled by the CHIPS (Chiral Invariant Phase Space) model, which is covered in the Physics Reference Manual.
However, there is no specific description there of the angular distribution. In the CHIPS model, the gamma is absorbed on clusters within the nucleus which may then disintegrate. The products of the disintegration then re-scatter until they escape the nucleus or are absorbed. For the most part Geant4 does not handle the low-lying nuclear levels with specific angular momentum, so angular distributions will not reflect specific quantum numbers. Exceptions to this are the high precision neutron models and radioactive decay.
