Question Why does the production cut for proton work only in the first scattering in the track?

I'm trying to simulate propagation of <20MeV neutrons in my setup (scintillation detectors with shielding). I have installed the production cut for protons at some level and expected to see that there will be no recoils nuclei producing below this level. But it is not the case! I see that the cut is really working as I expected (no secondary recoil particle is producing and the neutron energy is going to the deposed energy at the step) ONLY in the FIRST elastic interaction in the track. BUT (!) in all following interactions in the same neutron track the cut is not working anymore. The neutron continue to slow down up to the very low energy, and many tens of low energy protons are producing in elastic processes after the first one. Is it correct behavior of the proton cut? What can be done for to get rid off the low energy recoils particles?
