Question QGSP_BIG_EMY physics list

I used hadr01 example to simulate 160 MeV proton beam into water, the aim of my simulation is to count the secondary particles inside the water arise from nuclear and non-nclear interaction between the primary proton beam and 16O. the physics list was chosen to be QGSP_BIC_EMY and i add to the physics list: G4double lowlimit=250*eV; G4ProductionCutsTable::GetProductionCutsTable()->SetEnergyRange(lowlimit,250.*GeV); However the counts were too low comparing with ICRU report (no 63) and Paganetti (2002). As an example of the result, the counts of secondary proton and Neutron in ICRU report and my simulation are:

Neutron 1.124 0.1678

Proton 2.017 1.3333

Could you please advise what the problem is? Yusuf
