G4HadronElastic generates explitely the recoil nucleus only if its kinetic energy is above a certain threshold (100 keV, by default). If the scattered nucleus is not generated as a new track its energy is deposited locally.

You can change the threshold via 
 G4HadronElastic::SetRecoilKinEnergyLimit(G4double energy)
in your physics list.
