Currently Geant4 has two cascade models BinaryLightIonCascade and QMD. One can try reference Physics Lists QGSP_BIC or QBBC. The main problem for you will be not the applicability of the cascade but the cross section, which at these energies should be very small due to Coulomb barrier of the reaction. Geant4 cross sections are not so precise at such low energies and do not take into account precisely effects below the barrier. You may need to implement cross section yourself.
