 Hello Konstantin. Years ago I faced the same problem when trying to reproduce the cross sections in Phys.Rev.C54:1329-1332,1996 with the included algorithm. No way. In private communication the author (Wellisch) provided to me the right algorithm, that is what  is now coded in  G4ProtonInelasticCrossSection. Therefore, one should not use the one published in the original paper, it is buggy.
