I'm afraid readout geometry is not quite helpful for your use-case.
It is meant, as you wrote, for a complex tracking geometry and rather
simple readout segmentation, typically as the complex calorimeter in
high energy physics experiment. 

For your phantom geometry of huge but simple repetition, please try
nested parameterization, which we introduced with version 8.0. We
currently do not have a good example for this new functionality, but
we plan to release a new example at the end of this year.
