it seems that we have some misunderstanding.

Geant4 material as defined in G4Material class do not assumed to changed. If you describe the scintillator I would guess it is electrically neutral. The chemical formula and composition may be complicate but is difficult to believe that it is electrically changed. what you need is mass fractions of all elements from which your material is constructed and material density. By default we do not define electronic structure of molecules or crystal structure. It is potentially possible in recent releases of Geant4 but I suspect it is not what you need.

You may have interest not to material description but to specific reactions when partially changed ion is produced. This is possible but it is physics part, not material description.

Also you may have interest to radioactive source description when this source is spread inside volume. This should be implemented in your class inheriting of G4VPrimaryGeneratorAction - you may sample radioactive isotope distribution in space, this is again not material description.
