G4Polycone takes two polygons in (r,z) and rotates them around the z axis, one for the inside and one for the outside of the solid. It can even handle rotations less than 2 pi. There are two restrictions: the two polygons must have the same number of sides and use the same z values for each point, and the two polygons must not intersect. You can omit the inner polygon to get a filled solid.
