Question low-energy tracks incorrectly stopped

If I shoot mu+ with momentum 0.01 MeV/c, they are stopped at the end of the first step and decay there. e+ with momentum 0.001 MeV/c are stopped at the end of the first step and annihilate there (in Vacuum!). Higher-energy particles do not do this.

I need to track such low-energy particles. How can I change this?

This is geant4-10-01-patch-01. I'm pretty sure this did not happen in 9.6 or earlier.
