sorry for the late reply but you choose not optimal forum to make the post. This question has nothing to do with fast simulation and transportation. EM physics is responsible for energy loss, so such posts should be made in the emprocess forum. There are also answers to similar questions in this forum.

When you study "/tracking/verbose n" output you can see a name of the process, which is responsible for this step length. At this step several other processes are active (it is normal in Geant4). Ionisation process is responsible for energy loss at each step independently of what process limit the step.
