Click on the Forum title, e.g. on the "Forums by Category" page, to read a sequence of postings to the Forum and its threads all in one page. If you are only interested in one thread or the thread following a specific posting, click the thread or the posting, which takes you to a smaller page, which contains only the part you are interested in and may be easier to navigate.
Messages are "chained" if there are only replies at the first level, i.e. 1/1.html, 1/1/1.html etc. In case of "chained" messages the message number is replaced by the icon and there is no indentation.
Inline: Display the subject line only or also the text of the posting(s); for the choice "All" the "Outline" choices are switched off.

I suspect you'll need to make a bug-report (or wait until 9.4 is out and see if the problem persists). From your stack trace, it seems that G4NeutronHPElasticData::BuildPhysicsTable()->G4NeutronHPData::DoPhysicsVector() is not set up correctly in cases where it is called twice. What happens if you just issue /run/beamOn twice? I guess, it'll work. Now, what I don't understand is that when you do NOT set PhysicsHasBeenModified, why the BuildPhysicsTables is still being called from G4RunManagerKernel. In any case, the PhysicsTables should rebuild without a crash because they need to be if a material changes or is added in UpdateGeometry.
I am not the expert here and unfortunately so close before the holidays I have no time to properly investigate. Apart from the question why BuildPhysicsTables is called in your case, the G4NeutronHP is a hadronic problem and you might get more help in that forum.
