  I used examples/novice/N02 to test GetGlobalTime() :

 void ExN02SteppingAction::UserSteppingAction(const G4Step* step)
 { 
   G4cout.precision(4);
   G4cout << "\n--> time  from preStepPoint: " 
          << step->GetPreStepPoint()->GetGlobalTime()
	  << ";  from postStepPoint: "
	  << step->GetPostStepPoint()->GetGlobalTime()
	  << ";  from Track: "
	  << step->GetTrack()->GetGlobalTime() << G4endl;	 
 }

 They return non nul values, as it must be :

 time  from preStepPoint: 5.037;  from postStepPoint: 7.038;  from Track: 7.038

 Something is not correct in your installation or in your application.
