None training lecture problem

In training lecture,"Particles and Processes",page 12 , you write "Apply PostStepDoIt() action(s) sequentially, as long as the particle is alive šapply PostStepDoIt() of the process which proposed the smallest step length"

But in my opinion , in one step ,the first ,determine the step length , the second, determine which process occure .they are independent from each other. I do not know why you white this.
