At the track level, a good place to implement a time-cut, coming from the electronics, is in G4UserStackingAction's ClassifyNewTrack method:

G4double time = atrack->GetGlobalTime();

In this case, you won't even spent CPU time simulating a track which ultimately won't contribute to your signal. But you need your logic, in addition, if "prompt" tracks can take enough time in your detector to leave your time window.
