Gammas are massless and never experience proper time, so 0 is the correct value for them, always.

Geant4 is the wrong place to look. Look in a good textbook on Special Relativity. This is a physics issue, not a geant4 issue.

You probably want "laboratory time", and that would be G4Track::GetGlobalTime(). But beware of its origin if you want to compare multiple events (you can set it in your G4VUserPrimaryGeneratorAction)....
