Clearly, as explained by Michel, implementing a G4VProcess would be the 
best solution for your case. This requires a little bit of work:
1) inheriting from G4VProcess
    - implement the 
[AtRest/AlongStep/PostStep]GetPhysicalInteractionLength(...)/DoIt(...) 
methods.
    - presumably, you may need only an implementation of the PostStep 
methods.
2) in your physics list, for particles to which you want to limit the 
step, include this process into the G4ProcessManager list of processes.
