If I understand your problem correctly, I would suggest you to
make a dedicated process which adjusts the time of a track.
Given UserSteppingAction is not supposed to modify any physics
contents of track or step, having a process is the natural and
simplest solution. Your process should require zero step length,
and your DoIt() is invoked, some amount of time should be added 
to the track through the ParticleChange of your process until 
it becomes right moment to restart the track.
